Error code 1603, 3003, 0xe0ff0009 on Trend Micro for Windows

You see this error message when installing the Trend Micro program on Windows:

"Uninstallation Incomplete. Error code: 1603, 3003, 0xe0ff0009"

Why did this happen?

Press the Windows key ⊞ + R on your keyboard to open the Run dialog box.
Type appwiz.cpl in the Run dialog box.
Press Enter or click OK button.
Click the third-party security software, then select Uninstall.
Carefully review and comply with the on-screen instructions.
Restart computer.
Click on the Trend Micro installer once more to proceed with the installation.
